Any reason why the dog is dressed up? I'm asking because I have seen once a bitch in heat, owners put a pair of knickers with some wadding on her to stop her loosing drops of blood all over the house

No reason except she loves playing around. We had a tug of war after they fell off, then they went in the bin.

They also work well when they're in season & you need to keep a dog away from them.
Though I wouldn't advise taking her a walk
