Sounds like block jets or diaphragm in the carby, keep trying the pouring down the spark plug method to try and free up the blockage.
Perhaps a gentle blast of air down the fuel line.

must be restriction somewhere , petrol relies on gravity not pressure (blowing down pipe) can you blow in top of fuel tank and get air through to float chamber? if so try again with some fuel in tank.

Start at the tap and take the hose off and see if fuel runs out of the tap, if it does then put the hose back on and then take off at the carby in flow and see if fuel runs out. Work this step by step until you get to the bowl.
If the flow stops anywhere thats where the blockage.

Check the air breather into the tank to see if thats blocked.

Diaphragm sometimes stick.

good luck.

it is now fitted upside down , so there must be something wrong with the float/needle valve
